They're in a big building on the edge of the Middle Rise. The Tailoring trainers in Thunder Bluff are in the building as the Leatherworking trainers. Find him in Undercity, on the inside circle of the Mage Quarter. He has his tailoring shop in The Drag in Orgrimmar. The Western Plaguelands, filled with undead and humans, is another option. Find this in high-level dungeons such as Scholomance and Stratholme. The ogres of Feralas drop plenty of cloth, both in the open world and within the extensive instance of Dire Maul in the same zone. Also the Scalet Monastery, especially the Cathedral. The Centaurs and demon-worshippers of Desolace and Felwood drop wool and silk. The Scarlet Monastery, easily accessible to both factions, is a place to find almost all of the cloth at this point in the game. The Stockade, Deadmines, Ragefire Chasm, and Wailing Caverns have plenty of humanoid enemies. Early dungeons are a great place to start. Tailors have a free professional slot for something else, which is why Tailors are often Enchanters, another profession that doesn't require collecting resources from drops or collecting. Unlike other professions that require a gathering skill, like alchemy and Herbalism or Jewelcrafting and Mining, the cloth resources required for Tailoring have a chance to drop off any humanoid mob, and that includes the undead and half-human critters like harpies and centaurs.
